Kanishka Raffel graduated with a Bachelor of Divinity from Moore College in 1996. He served at St Matthew's Wanniassa from 1996-1999, and then moved to the Diocese of Perth where he served for 16 years (1999-2016) as Rector of St Matthew's Shenton Park. He obtained a Master of Arts in Theology from Moore College in 2010. Raffel was appointed Dean of St Andrew's Cathedral in 2016 and installed in that position on 4 February 2016. On 6 May 2021, he was elected to the position of Archbishop of Sydney, and he was consecrated bishop and installed as archbishop on 28 May 2021.

St Andrew's Cathedral is the cathedral church of the Anglican Diocese of Sydney, consecrated in 1868. It was designed by Edmund Blacket in the Gothic Revival style. St Andrew's Cathedral School was founded in 1885, and there is a choir of men and boys which sings at Sunday services and weekday evensong. There is also a healing service and Bible studies. The building has heritage listing with the National Trust of Australia.
